Stress laid on digitizing land management to reduce corruption

Country's land administration at present lacks a transparent system that caused Taka 83 billion bribe in 2006 for land registration, mutation, and other land-related irregularities.

The dialogue titled "Strategic Priorities of Digital Bangladesh: Issue Based Dialogue: Land" was held at the NEC conference room here today as part of A2I's national level dialogues.

Access to Information (A2I) Programme of Prime Minister's Office (PMO) and General Economic Division (GED) under the Planning Commission in cooperation with the Ministry of Science , Information and Communication Technology organized the dialogue.

Draft of online procurement policy to be finalised by Dec

The government has formulated the draft of its online procurement policy to bring clarity and speed, reports bdnews24.com

"The policy will be finalised by December," Planning Minister AK Khandker said.

The e-tender policy will be introduced before that, Khandker said at a workshop titled "Procurement: A way forward to e-government procurement" at the National Economic Council in the city Sunday.

BR moves to launch e-tickets in 8 new stations

Bangladesh Railway (BR) plans to introduce electronic ticketing in additional eight stations by early September to meet growing demand of passengers ahead of Eid, a senior official said Saturday.

Quazi Asadullah, BR's additional director general, said that Rajshai, Khulna, Jessore, Syadpur, Mymensingh, Sylhet, Comilla and Brahmanbaria would be brought under this network developed by CNS, a local networking firm.

Planning Minister Air Vice Marshal (Retd) AK Khandaker yesterday  (18 Aug, 2010) underscored the need for implementing e-governance in strengthening planning, monitoring and evaluation of government's development activities by empowering field level administration in policy decisions.

“e-governance would not only set up a bridge between different ministries by sharing information and data among themselves but also ensure transparency in government activities,” he said.

Online one-stop service begins from Sep

The Government is going to introduce online ‘one-stop service’ in all districts by December, starting from next month, under its flagship agenda for digitizing Bangladesh.

Jessore comes first under the quick-service system, allowing people to get all government services at district level and certified copy of land records using internet from the first of September under a pilot scheme.

Once this service is open, citizens will be able to submit application for any service and file complaints from home using internet, as the project gives more emphasis on digitization, that is, email-oriented service, instead of the antiquated paperwork widely reputed as ‘red tape’.

BTRC makes customer care calls toll-free

The telecoms regulator has moved to ensure free customer care calls for mobile phone customers.

The regulator has also issued a number of specific directives regarding basic services to mobile phone customers.

Bangladesh Telecommunication Regulatory Commission (BTRC) has directed mobile operators to switch to a common toll free number 121 for customer care services by October and also asked not to charge for calls or text messages to that number.

Against the backdrop of people’s harassment in entering secretariat and depositing ‘chalan’, the government plans to soon introduce online visitors’ passes at the secretariat and online ‘chalan’.

Two government ministries signed Memorandum of Understanding (MOU) to this end with the Access to Information (A2i) Programme at Prime Minister Office on Wednesday (4th August, 2010). This MOU signing ceremony was between A2i and Ministry of Finance regarding online chalan and between A2i and Ministry of Home Affairs.

Community Radio - National Strategy

I attended the consultation meeting on Community Radio Strategy organized by UNICEF at PIB on 14 July. Ms. Gebriela, a consultant of UNICEF, presented her 1st draft of National Strategy for Implementation of Community Radio Policy in Bangladesh.

Though it was a consultation with civil society, very few members of the Civil Society were present in the meeting. Among those, former BTRC Chairman Syed Margub Murshed and Dr. Tofail sir of UNDP were mentionable. DG Bangladesh Betar and DG PIB also spoke. Main audience was the owners of the Community Radio.

Life is more easier than that of before. No matter where you are, you can receive  HSC, Alim, Fazil and HSC (vocational) results 2010 in real-timethrough your cell phone or internet at home.
 
To get result online:
www.educationboard.gov.bd is the official website to get HSC, Alim, Fazil and HSC (vocational) results 2010 via online. One can also get his result via e-mail in realt-ime by registering. One can register easily on education board site.
 
To get result via sms:
The examinees have to type the first three letters of their respective boards, give space and then type their roll numbers and send the SMS to 16222 to get results.

Online Consultation - Topic 2: Local Government; Question 1: Effectiveness of 'One-Stop Service' centre

The strategy document mentioned that the Local Government Division of Bangladesh is planning to introduce union level information and service center (UISC) (One Stop Service) to enable citizen's access to information and services including education (e.g. formal, non-formal and technical/ distance learning), health-care (e.g. telemedicine, health complex support), agriculture (e.g. pesticide, high-yielding cropping), disaster (e.g. preparedness) etc. where  multiple information and related services from the Government would be aggregated and made available in one place.
 
Many argue that, unless a proper back-end automation, digitization and a work-flow process within relevant Government bodies are in place, this One-Stop service centres will fail to coordinate multiple services?
 
Do you AGREE or DISAGREE?
 
What should be the priority for the Government - Enabling easy access to multiple services to citizens OR digitization/automation of services which will lay foundation for easy delivery of services?

Database with photographs of beggars in Dhaka city under way

The government would soon conduct a survey on beggars in Dhaka city to prepare a database with photographs of people who live on alms.

The ministry of social welfare has meanwhile formulated a guideline for the survey—the first of its kind—to be conducted by some ten NGOs under the guidance of Bangladesh Bureau of Statistics, a senior official told New Age.
